Sealed bids will be received by the Yazoo County Board of Supervisors, until 10:00 AM local time, September 5th, 2025, at the Board of Supervisors room located at 211 East Broadway (or may be mailed to Post Office Box 68, Yazoo City, MS 39194, Attn: Ms. April Adams), at which time and place all proposals will be opened and read aloud. Electronic bids may be submitted in lieu of paper bids at www.wcmplanroom.com.

Request for bids for CDBG 1138-21-082-ED-01 financed by the Mississippi Development Authority by a Community Development Block Grant is as follows:

The Rail Spur Improvements at the Yazoo County Port in Yazoo County, Mississippi.

The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications and Forms of Bid Bond, Performance and Payment Bonds and other contract documents may be examined at the following:

1. Yazoo County Chancery Clerks Office, 211 East Broadway, Yazoo City, Mississippi.
2. Williams, Clark & Morrison, Inc., Consulting Engineers, 213 South Main Street, Yazoo City, Mississippi.

The Yazoo County Board of Supervisors reserves the right to accept or reject any or all bids, and to waive informalities therein and to determine which is the best bid. Certified check or bid bond for five percent (5%) of total bid, made payable to the Yazoo County Board of Supervisors, must accompany each proposal. A performance bond and a payment bond in the amount of one hundred percent (100%) of the contract will be required.

The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers.
